Yup, it's true. Even in IIT where I did my engg, I found that 80-90% of the bottom rankers belonged to the SC/ST category. I haven't seen them put any enthusiasm in studies. I don't understand why these people are still demanding reservation. Even Dr. BR Ambedkar wanted reservations to be abolished after 10 yrs.
