The rules on the ICC website are rather shady. The author may well be right. BUT it can be a good thing! The fans can plan better (on taking leave etc) and it may make the 'minnows' work harder to stage an upset!

Actually, its pretty clear. It says :
"Each team will carry forward its result against the other team qualifying from its preliminary stage group, and will play the other six qualifying teams once each. The top four teams in the league will qualify for the semi-finals."
It also continues to say :
"The fixtures (below) for the Super 8 league relate to A1 being the first seed in group A, A2 the second, B1 the first in group B etc, as the expected qualifiers from each group. It does not refer to the actual league placings from round one."

'It' says? The pdf file with rules is what i found shady. may be u can give the url of where u quote from.
