...The Congress leaders are like cattle....waiting to be lead and happy in not taking decisions for the fear that such a thing would upset the madam or her coitrie..so better to Not take a decision and survive rather than be proactive and incur her wrath....It's not that they dont have good people but yes! they dont like to speak their mind in the fear of being sidelined.....
