The report says: "Patel, who contested from the Humnabad constituency, polled 29,438 votes and came second in the race. Congress candidate Basavaraj Patil won from Humnabad with 28,758 votes."

How can a person win elections even after getting less votes?

I meant Meerajudin Patel and Basavaraj Patil are different i believe.So before blaming rediff please take a close look into the news.
