Without the fear of terrorism how can countries keep heaping weapons in their arsanel... Terrorists are the pawns of multi million weapon making industry... Thats not the case. There was a documentary on Discovery Channel showing the house-hold Arms Factories in NWFP of Pakistan. Pakistan's ISI has trained the people there to make Guns, Carbines and even Rocket Launchers. The film showed their machine tools, raw materials, assembly lines to testing of the weapons. These weapons are sold to Talibans who are fighting NATO forces in Afganistan. The whole trade takes place under the eyes and supervision of ISI people. The entire terrorism factory is in Pakistan and managed by ISI.
