they come to UP and from there they are distributed like packets across india. they get their ration cards, passports in UP. This is a well known fact.

They come to WB first and after getting their ration card they enter into UP,Delhi,Rajasthan. U can check some trains comes full of Bangladeshies like Kolkata-Jodhpur Exp,Malda-Farakka express, etc
