Just earlier this week, the Supreme Court bench headed by the CG stayed the death sentence against those accused in Mumbai blasts. The same bench had earlier stayed similar sentences against other blast accused, freed others on bail (including Sanjay Dutt), etc.
Terrorists know that they are unlikely to be punished for crimes in India, and in the remote case they are, the politicians will not allow the sentences to be carried out.
The same court however, has asked that organizations like Selva Judam, which are self-defence committees against Naxals, be disbanded.

Wait till a SC Judge is attacked by these guys. They (SC Judges) don't consider others as human beings and deserve to be protected.
