I think Congress and all other Parties in UPA are responsible for this.They Scrapped the POTA just keeping they Vote Bank Politics in Mind.When they are criticized they alway says that many Terriost Attack happed in NDA time also and POTA was there .But it doesn't mean that if aatck happed at time of POTA they shd dessolve the Law for there Miniority Vote bank. It is like removing police as crime still take place ...The best solution was to make this Law more strong and give punishment to culprit as sson as possible,keeping blind eyes towards Human right organization. What these Human right Activist have to say for innocent people how lost there life in this type of terrorist acts ? I am not saying that all Muslim are involved in this type of act ,but still a considerable number supports them due to their Blind faith....Why 90% of terrorist activities involves Muslim...They need to give answer.They shd educate there lost people....
