When a State Govt. uses his Police force for REPRESSING the citizens in a democratic set up, when the State Govt. is denying the existance of the Governor and abusing the Chair, when a State Govt. is subjected to strong comments from the Hon'ble High Court, The National Human Rights Commision, The Governor of the State, and finally the vast majority of the Citizens, WHETHER SUCH A STATE CAN BE "BRANDED" AS A SEPARATIST AND THE CENTER IS "BOUND" TO DISMISS SUCH A STATE TO MAINTAIN THE 'SANCTITY' OF THE CONSTITUTION ?
