I suspect they are just extorsionist moneymakers, another group of politicians, using the bullet rather than the ballot for making money. When they make enough money to be able meet election expenses, they may become regular politicians, like pracanda of nepal. Real answer is to make elections less expensive for the candidates, the EC should organize dozens of debate meetings among candidates in all constituencies, at which they can explain their views and people can compare their concerns and capabilities. Limiting election expense legally is artificial. Any committed citizen as candidate should be enabled to give his views to the electorate, without having to spend money inn the process. Local-body elections should coincide with central elections all over country, to bring grass-roots problems to the notice of central govt aspirants. State level dynastics and corruption will get exposed. Eventually, state govts can wither away. 1000 districts and 100 citicies can be directly governed evenly governed electronically from the centre, with pipeline-losses in delivery of benefits to the common man minimized.
