I have read the article but the reasons has not been elaborated. I don't know whom to blame for this. The Parliament has not been able to enact Family Planning Act(We two our two). The population is increasing but cultivable land is not increasing substantially. Rather they are now being taken by rich corporate groups in the name of globalisation and Industrialisation.
Secondly, there are some people (heads among the poor community) who advises their community members not to adopt family methods as that would make them minority in the near future.
Its a pathetic situation where the representatives are not thinking of the future of India but doing cheap politics to get votes. One day their great-grandsons/daughters will face such situations where it will be impossible to venture out from their house. People will grab hold of the rich and kill and loot their properties. I foresee the future to be this way.
I want to write much more but I think that will make no difference.END>

sajal...we need to keep reflecting...dont give up...mass movements always take time but have lasting results...forced systems give quicker results but never become instrinsic or lasting
