you dont need it in kashmir as indian army is already using children as shields to encounter millitants...Surprisingly they are not ashamed of it and even media does not cover it..thats democracy in india.

Brave young jawans and Army Majors are losing their lives in Kashmir simply because they don't want to blow up the homes of locals and cause them loss.
