Administrative Carelessness

Such incidents are coming to light with alarming regularity and I feel everyone is secretly happy with it. The news-hungry media gets a live show to broadcast that gives them more eyeballs than an Indi-Pak one-dayer, and that too at no cost. The administration (DM, Collector etc) get their share of fame by appearing on prime time TV with their views.

My question is, why are such death-traps left open in the first palce? Why is'nt a criminal case filed against the individuals/corporation who dug the hole and then left it open? Why has no action been taken in case of Prince? Why does the administration not ensure these holes are filled up when no longer in use and criminally prosecute those who do not comply? Only when a minister's child falls in and God-forbid looses life that these people will take notice and be proactive.
