How can we save Democracy ?

If after every alternate term of five years there is a one year President rule both in the states
and whole country, and during that period of time all IAS, IPS and anti-corruption agency take control of
administration, I strongly believe lots of dirts will be cleaned from the previous misruled Govts.
Following that if election is held under the central force and central commands (President, IAS, IPS), then people will have definitely better chance to elect better candidate.
People also will have option to elect previous good (if any) Govt if they like that again.
Another thing is there must be a open debate in the TV with all front-runner political parties
with their projected leader. people should decide whether projected person is able to be a commander-in-chief.
Commander of Chief should NOT be decided or elected by few shameless lickers after the election.
