Rather than solving the mysterious case of scarlett, the government and the police are busy trying to fix the blame on the mother of the deceased.This is really horrific and intolerable where a government is running away from the responsibility of providing security to every individual living under its rule. This is a tragic end of what a government of rule.

You are right. In a typical bureaucratic reaction each official is engaged in evading blame. The Home Minister says on TV that if Goa Police are seen to take bribe money in public then it is no wonder since Police in other nations is corrupt also (did not give any examples though). The Police Chief protects the Home Minister by saying that he or his son are not involved in the drug trade. The Chief Minister protects his Government by denying the need for a CBI enquiry. The Indian Public sits and watches this cover up since we are "used to it".
