Rapist & Drug addicts are there in every country.Why to blame Goa alone ? This incident has happened at night 2:00 AM & 3:00 AM.

No city or beach in the world is safe during this hours for girls like 15yr old.

I can not understand why the Goa Police do not have Beach Patrols. There does not seem to be any security in sight when people are bound to be at their most intoxicated state.
