HAnuman, EVERY Surah of Quran on fighting Non-Muslims is in situation of aggression by them.
Islam, by Default, declares Peace ... "Lakum Deenukum Waliye Deen" ...for you your faith, for me mine.
But Islam does not tolerate aggression, and as non-muslims attack, Islam asks muslims to rise over fears, and fight back.

Might be you are true. But who is following this nowadays...? Agression is not coming from the Kafirs. Its coming from the muslaman community.
