Why is Mumbai/Western Maharashtra prosperous?

Everybody on this forum seems to think that prosperity in Mumbai is due to non-maharashtrians only. It is partly true. I agree that there are not many Marathi businessman. But why do people from the rest of the country come to Mumbai for business. Why don't they go to other states? The reason is that the local government ( in this case Maharashtra government) makes an agressive efforts to help industrialists to start businesses, provides the necessary infrastructure, maintains the law-and-order. If you compare states like Bihar, UP, Rajasthan, West Bengal etc., you will notice that the law-and-order situation is bad, there are union problems, lack of infrastructure , there are caste based gangs or senas etc. Maharashtra and other states like Karnataka and Andhra provide all the elemets that an Industrialist looks for in a state to start his/her business. If Outsiders have made contribution to Mumbai, Mumbai and Maharashtrians in turn have provided an atmosphere conduicive for growth and development. The same goes for Banglore. The movie industry is in Mumbai because the pioneers of Indian Cinema were Maharashtrians. V. Shanataram, Dadasheb Phalke made tremendous contribution to Indian Cinema. People should recongize that before making demands for separate Mumbai and saying that Maharashtrians are only workers.

All was well , till Mumbai reclaimation was done. This reclaimation was done during the 70's and this created this problem. Instead of this if Nagpur had been developed or still yet Ratnagiri or any other place, then this influx would not have come. Same problem with Bangalore. Just developing on all sides , without thinking about the future has landed Bangalore in all problems. There are many places in India which can be developed like Gwalior , Jaipur etcetra, but the govt has no vision at all about Infrastructure and civic problems.
