They were not or Biharis else the exams would ahve been held in Bihar,they were candidates applying forjobs released here, and coming for the exams which were conducted here- so Athale the moral of the story is that exams should not be conducted in Mumbai as locals here do not let people from other parts of the country give the exams for central govt jobs.
