Union Taxes & Duties Statewise earning: Budget 2008

Uttar Pradesh:19.3%, Bihar: 11% , AP:7%
WB: 7%, MP:6.7%, TN: 5.3%, KAN:5.4%, Raj:5.6%
Ori:5.1%, Maha:5%, Guj:3.5%,
Is same distribution applicable for expenses?
There are huge loss for UP & Bihar. After contrbuting more than 30% in revinue, These states should get more money for development.
Why known as Bimaru states if they have rich resources? UP & Bihar should put the more taxes on food items for other states to maintain the growth rate.

Three states-Maharashtra,Gujarat and Tamilnadu contribute 40% to the government exchequer and most of this money goes into the black holes of UP/Bihar.Why should other states take the burden upon themselves to sustain the ever-expanding population of UP/Bihar
