In this case it appears that the cops are trying to cover-up the story not so much to protect anyone as to protect the tourism industry - a case of drowning is much more acceptable than a case of murder, especially a young female - it would send a terrible message to would-be visitors that Goa isn't safe for them, especially of the female type - hence the cover-up??
