For God's sake... Is the Indian government blind to purchases made by foreigners ??
I am sure the fact that Russians are purchasing land in Goa is not without the collusion of the local authorities.... As they say.."Money talks then bullshit walks"..
Goa's plight is purely because of its own doing... Foreigners abound in plenty in many countries like US, UK, UAE etc... And all of them are hot spots for tourism... But never has there been an incident where the local drug mafia lord is a foreigner....
The point here is... Are we so pathetically blind to what is happening, that even a foreigner can easily form a mafia cartel in our own country..??? If yes, then God help the citizens of India...

Its very simple - An Indian company is incorporated with a Board of directors which would include foreigners or just investors who control the Company and this company buys the land in India. The net result is that the Company is Indian but it is controlled by foreigners. There is a law in India which prohibits foreigners from holding or buying land.
