I think the reason is quite obvious. Such a reputation would tarnish Goa's image as the traveller's paradise and for a state so heavily dependent on tourism this would definitely impact the industry and also bring out other nefarious activities like drug trades going on in certain areas to which cops are turning a blind eye.

Also,I cant believe how her Mother left her on her own in Goa and went to Bangalore for sight seeing. She's only 15 for crying out loud!
