As far as I know all MP's in India also get grants for their respective constituencies this is 2 crore rupees.
People like this person who are MP's from border states should start using this grants for whatever work they can achieve possibly building small roads etc in border areas.
Also I had interacted with some Chinese people long time back and many do not support the Communist regime due to its lack of freedom. The only support for Communist regime in China is from people who are in power and who benefit from it, this is same like Indian politicians who support wrong policies because they benefit from it. They never have majority support.
I think people from border states have to be more vocal and decide one for all if they want to be with India/China or Pakistan or Bangladesh. IF they want to stay with us then a strict no to corruption and everyone has to start working on improving their region.
No point in waiting for central govt. to do anything they will just announce grants etc which will be siphoned off by corrupt and inefficient people.

You have under-estimated the popularity of the CCP in China. Yes, some members of the CCP might be corrupt but they get things done, which is not the case in India where even when a politician has been bribed to the tilt, nothing of substance materilises. It is also naive and foolish to overlook the fact that the Chinese people are all for the integrity of our territory. When it comes to defend lands that are rightfully ours, it won't make the slightest difference whether you are dealing with the CCP or parties of any other colour.
