You can vote only for a fresh election as and when it is held if your name is present on the electoral rolls. If you had not voted in the past, it iosirrelevant

Your intention is amply clear. You want to invite comments ridiculing Bihar. U r sure not a Bihari, as such silly questions are never asked by any Bihari. Politics and elections is not unfamiliar territory for them and they don't look to outsider for a lesson on voting process.
