Hyde Act, etc are advises to President of US,

Provisions of Hyde Act etc are only advisory to US president, who may or may not implement, as a diretly elected executive, not elected by the congress or senate. A friendly US pres will not harass India. If situation demands, india can always exercise sovereignty, abrogate the deal, if defence demands become critical, rather unlikely in the globalizing world..

an act or law for achivement of International treaty which involve IAEA is just a suggestion ,,,,,,,,,,,,,,,,,,,,, joking or serious
