Defence Research

Firstly, the Defence Research agencies should not be open for discussions.
Even their names should be guarded secrets.
What they do and what they are supposed to do should not be open for discussions.
They should be immunised against all social norms of government agencies.
They should not have to make formal proposal for funds. In fact the entire budget allocated should be kept at their disposal.
There should be no special cases - reservations, minorities, VIPs, etc. in employment.
There should be no political bossing, interference or even accessibility.
They should be paid the best wages.
Best talents should be captured in campuses.
If possible separate Universities, Colleges and Schools should be set up exclusively for defence education and the best candidates should be compulsorily absorbed in services.
What is developed, what is being developed and what is being shelved should never be made public.
No criticism for failures.
Media should not be allowed entry into this business. Media make mockery of everything for paltry sums and mass capture.

I guess this is what has been happening for the last many decades. When there is no accountability, there is no result. Now DRDO seems to be on the defensive. After receiving flak for for almost all its 'achievements' they are pointing fingers. We could not 'buy' technology. After 24 years of 'development' the LCA took flight with GE manufactured engines. And you want to give absolute immunity to such people. Simply foolish.

well said. atleast now the DRDO has waken up. lets wait for another 24 yrs to see whether they have actually changed.
