First, they are raised to be intolerant and made to think that they are King cobras.
Next, induce hate into their minds about their 'to be' subjects.
Then, put them in controlled and dependent environment to rub the hate and to increase the hate many folds.
Finally, provide all the tools and training required to show their anger and push them in front of the enemy to be provoked.
If you find a snake in your yard, you just call the experts. They know how to catch them and squish-out the venom in them. Then, dig-out any snake holes in your yard.
And as there is an old saying, don't hit a cobra, if you hit it for any reason, don't let it go live. It will get back to you as long as it is alive.
