INTELLIGENCE GATHERING MECHANISM

The IB has come up with these findings after so much damage has been done. They are in a REACTIVE mode. What are the PROACTIVE steps that the IB needs to do to avoid recurrence of such incidents?

Our country's police machinery is a shame. Our policemen are busy taking petty bribes and sucking up to politicians. They have lost the basic art of developing and sustaining a good information network that can alert them of anything suspicious in their neighbourhood.

you can't always be proactive ... even america couldn't be proactive in preventing 9/11 despite clues that surfacedlater that intelligence community did consider planes being creashed into high rise

Please explain...How many examples are there like 9/11 in America... and How many times we will give this one example?
There is not a major incidence after 9/11 in America.
