Better wait till the construction is complete. Once completed she would have invested a good deal of the looted money in it and then the government can confiscate it in the name of assets disproportionate to known sources of income.

Foreigners at least gives u something in liue of looting ..Like MNC 's agreed that they are l;ooting but at the same time they are providing employment oppurtunity and preventing the indian substandard products of ambanis tatas and ammalyas to cheat the indian consumer in the the name of Psuedo nationalism
