Simple! With the active participation of locals and political patronage. Nothing more, nothing less. Terrorism is the act of cowards, stinkers who hide behind. They don't have guts to come out openly. Atleast Eunuchs are far better. They work openly.

This is what all politicians say after every attack "It is a cowardly act by terrorists in frustration". Whether it is a brave or coward act, common man's death is certain. If the government cannot avert even cowardly act, what will happen if some brave acts are carried out? Instead of making such useless nonsensic comments, our aim should be curb terrorism to its roots.
