No one can cover the whole country into a security zone, only a general security can be provided, but fearin terrorists mind/and awareness amongst the masses can be put up,which our system lacks. A permanant mechanism to face such situation is needed.

USA can cover after the blast on the World Trade Centre they destryed Taliban. Since then there is no single blast occurred in USA
