We should emphasize on discovering more technical instruments which could detect the explosive material before the attack so that bombs could be diffused in time.

its not about lack of technical instruments which could detect the explosive material , its the lack of will. all police department, IB and intelliegence officers were used to check aqnd tap the telephones, movements of opposition leaders and internal party leaders to verify wt they r doing. Our investigating officers forgotten their duties and thei work a long time back and became puppets of the leaders.
