A separate entity for National Security, like Police, should be organized only for containing terrorism. This body will handle only terrorism. There should not be any dress-code or any identity for this wing. Their responsibility should be to move around in the market places, thickly populated areas, malls, cinema halls, railway stations, bus-stand, airports, etc., etc. Area for these duty men/women should be changed everyday. This kind of arrangement can minimise the attack of terrorists.

Many state govts are against that idea because they say it could dilute the state's powers on security issues (infact the state govts wants to keep the security issues under their power & afraid that such a central agency could harm their (Political / individual) agenda. Good ideas cannot be implemented when states are having a hidden agenda.
