Why should Govt. examine Afzal's mercy petition?

"..... Afzal Guru, who has been sentenced to death for his role in the terrorist attack on Parliament on December 13, 2001. His mercy petition is under examination by the Government of India. "

Would somebody enlighten me on this case as to why the Govt. of India (read Congress & its 'secular' allies) should entertain mercy petition when the court has already found him guilty?
No wonder all the muslim terrorists have no fear or respect for the Indian laws!!

Hanging will not solve the problem!!! tell me what is Govt doing in Bombay Bomb Blast!!!... Terrorist is terrorist.. he has got no religion...
