Mr. Raman's premise that BJP states are being targeted and his assumption about motivation being India's biases criminal-justice system need to be questioned.
The scale of operation, as evident now and the array of equipment used: pots, tiffin boxes, cycles, cars etc point to a carefully planned and executed operation, and which may still be in progress.
The error Mr. Raman is making are two fold. By alluding to criminal-justice system he is unwittingly identifying Muslims with terror. They are also victims here.
Second he is implicitly assuming that motivation is political and not strategic. Almost as if they are a 'corrective' force. The sophistication of the operation suggests otherwise. This sophistication suggests that the targets may have been chosen precisely to convey the opinion which Mr. Raman has concluded; while their intent could be to enlarge scope step by step to destabilise the nation.

By invoking Mahatma Gandhi, by requesting for RAF and other central forces, by appealing for peace and Hindu-Muslim amity, Gujarat CM has shown able leadership and has been able to contain the communal conflagration. This effort by our police-justice system is indeed commendable.

You're wrong in the first part. Not unwittingly but very willingly and correctly. The second part yes, bombs don't ask one's religion before striking him/her.
