This is the most dangerous era for indian security since last 40 years. The reason for this is before 10-15 years the govt.was lot more sensitive towards bombings especially serial blasts outside kashmir in india.
But now the govt seems to be clueless,weak and submissive in attitude, towards coutering bomb attacks as if they have accepted that it can happen anywhere in india,possesing such an spoic attitude.
When 1993 mumbai blasts took place it produced so much profound effect on the people that it didn't took place in near future

Not a lapse on Indian security or Indian Intelligence, its the failure of BJP/RSS ruled States as the state intelligence and Police do not have tooth to catch RSS terrorists.
