The states administration is trying to hide their failure by blaming center squarely for the atacks. Once the intelligence inputs are given, it is for the state police to prevent such things happen. Usually army is not deployed for such actions. Here in this case even though there was high alert in the city all these 20 blasts took place.

For all you know there might have been 60 blasts planned. But of course you are right since you know every detail of how everything is planned, who is doing this, who should be preventing this, etc... :-)
