It is commonsense that criminals do not want to be identified at any time, before, during or after their misdeeds. To stop the bombers:
1) Instal CCTV cameras on top of high poles at strategic entry points to crowded markets, mandhirs, masjids and so on. 2) At traffic junctions, nodal points, install a high "observation tower" - army style - to keep an eye on cars, scooters and their drivers. 3) A compulsory register for sale of Ammonium Nitrate, Gelignite and other explosives. 4) Enforce the existing requirements for sale of mobile phone SIM cards. If you are lax the SIM cards would become SIMI cards used in killing innocent people. 5) In China every street has an Intelligence official to keep an eye on new-comers and vehicles new to the area. Boost the personnel of the intelligence services. 6) Develop a "security culture", as the experts like Ved Bharadwaj are asking.

Mahendra Patel Bhai, Yes, I agree. We have to use common sense. Remain calm to be able to use it. A SYSTEM should be devised, then TRAIN dedicated professionals and volunteers, if need be, from ALL communities. After all, everyone is interested in remaining alive, follow normal activities like earning a livelihood, send children to School, go to the Mandi to buy sabzi and so on. So, everyone should co-operate.
