Dealing with terror

There was a time in the early 90s in Mumbai when the mafia were running amok with their AK 47's, automatic imported guns, latest technology in communications (mobiles and sat phones) and lots of money. This meant they were killing each other ant their victims with impunity while the police watched helplessly. The police watched helplessly because they were limited by their resources(read outdated guns, means of communications, money etc), will to fight(read political will) and the law(read they were unaware that things could be done outside the law). But over time they got the better of the criminals (read by encounters and a no tolerance policy). I find my nation is in a similar situation right now. We lack the resources(how much of police resources goes into bandobast duty as compared to anti-terror efforts), lack of political will(will the government stand or fall and when will it run), and lack of effective laws(where is TADA and POTA). As long as we lack all these we will continued to be targeted.

Can you please tell me how many people have been arrested under TADA and in jail without a court hearing for the last 15 years or more?
