I guess Congress strategy is not only to appease the muslims, but behind the scenes encourage the community to marginalize BJP's strength through any means. They know that the BJP governments will be focusing on development which will elevate the spending and educational levels of all people which in turn will shift people away from religious divides (like in today's Gujarat). This is danger for Congress as they have been thriving in situations of poverty and illiteracy. They cannot dream of coming back to power in Gujarat and hereafter Karnataka. They would at least want to save other non-BJP states by scaring them by pointing out these terrorist acts happening in selective states.

If you analyze the way congress has behaved against hindus, sikhs and then appeased Muslims in this country, your assessment looks pretty right. Without strengthening leaders like Modi, and stopping forced conversions in India, Anybody else except Muslims and Christians is bound to get wiped out in few years time.

afzal guru is a human being for them and hence can't be hanged.kashmir is a special state,where non kashmiri can't decide anything.all hindus were forced to leave but congress ties up with communal PDP.that's why all muslims support congress.
