What is the IB doing

Even a layman in India knows, that major cities are terror targets. So, what is new in it ? The job of IB is to be specific on

1. Which groups are planning the attacks
2. What is the motivating factor for the attacks ( not just "spread terror" )
3. How does the financing of these groups take place
4. What are the recruiting hotbeds
5. How can this be systematically reduced / eradicated.

Instead, since the congress govt. has come to power, the only thing we hear or watch on news channels is " Center had given advance warning to a particular state "...

Just like a state level STF or a regional level STF we should have a national level STF, which is targeting the terrorists...We have the CBI for investigation, IB for intellegence, RAW for external intellegence but nothing as a command force at central level...It should be a group of commandos from CRPF, CISF, BSF, ITBF and regional level IPS officers...They would be completely dedicated at reducing crimes committed across state borders...

IB had forewarned all the states about terrorist
strike and their job is finsihed, IB is just a warning system, nothing else.

whenever blasts occur, the IB & Central Government says that they have already warned the state governments...
