If you think like a head of an International business who wants the deal to be done, you will understand. Here is the take: First lure BJP into the game and have them initiate the deal since majority of the local Nuclear clout is with them and you can't even get the Government officials to think about this deal without BJP's blessing. Then, make sure they are out of power because they will have a upper hand in the deal making process. Get some other government that is vulnerable and has the mind set of rich and hipocratic views so that very few (cabinet) can be convinced that they are getting everything for a basket of Mangoes. Then spank them with no trust vote if they ask for more. Finally, get all these guys out and place a completely new bunch of parties with regional priorities and get the contract for cheap because most of them don't even ask for a kick-back and all they want is a temple here and a Mosque there or let them out of some curruption charges that they were not part of.
And all this can be done when you have a beverage distribution center in every village in India.

The government will be busy signing the many contracts for the projects. It is time for the NGOs and non political organizations to find ways to work for making transparency in the various agencies engaged in the signing of contracts and other formalities. Let there be a detailed study regarding the pros and cons of the projects. I mean public debate. Let the present government or the coming government pass an act empowering some 'body' to evaluate the project from evaluation, construction to commissioning and running. It can be termed as 'SOCIAL AUDIT'. Let all the papers connected with the projects be within the ambit of Right to Information Act 2005 including the project study, award of contracts, construction and running.
