Why blame Karat ?

N-deal was not in the Common Minimum Programm(CMP).Govt. disregarded CMP.If something was agreed upon previously,can that be diregarded later on?Then,who should be blamed for not keeping words:Karat or KONGRESS ?

country cannot afford a minimum programee:it needs maximum programme.
