There are two ways! One SCRAP THIS INCOMPETENT CONSTITUTION AND FRAME ONE THAT COVERS ALL LOOPHOLES OF TODAY! Two, let all parties be scrapped and the electeds be from independents voted based on the programme' of works! I feel the second and the first together will work! let party rule be over in 2009
