CPM is not a party in running the government. Except for the speaker, there is no ministers from CPM in the UPA. They have agreed to extend external support not par taking in the government. Whereas Congress is different. In the past, they had alligned with may governments in running the government and at precious times, have pulled the rug and forced the nation with extra burden on unwanted elections. I think majority of the indians likes temporary governments only.
