Everyone else, except US and/or the NATO allies have to sign the CTBT or NNPT (nuclear non-proliferation treaty). I am the B(ush)OSS. Nuclear slavery (the intelectually deprived Congress party calls it Apartheid) has not yet been abolished! Hail US! US is worried that we have also started driving gas-guzzling SUVs and that the petrol prices will keep rising. The fact is, Uncle Bush converted the surplus cash left by Clinton into a cash starved nose-diving economy after pouring all the money into the Iraqi desert. If he's not insane, who is?
