What is India specific?

As has been pointed out by others including Arun Shourie, there is nothing "India specific" in the draft. It is the standard draft for non-nuclear states. It is therefore unclear what exactly was "hammered out" by Grover & Co, and how things could have possibly been worse.

Dollar bribes in Swiss Banks are now hammered out. That is the reason most of these people( scientists, ex-officers, journalists) are all barking in the same way.
