What about new reactors

I wonder what deal says about the newly installed reactors (read fast breeder ones). I have read everything that i could lay my hands on this nuclear deal. With few exceptions here or there everybody evades to talk about the fast breeder reactors. At some place Dr. Kakodakar has mentioned that bringing breeders to safeguard is out of question (thank god it is so) but nowhere it is mentioned whether new breeder reactors would be under safeguard or not. If i understood the text of the deal correctly it says that all the facilities that are erected after signing the deal (which would be 2009) would be covered by safeguards. India is planning to build at least 4 breeders by 2020 so what happen to those. Enlighten me.......I would be happy if they are not covered

There is lot of ambiguity in the deal. And therefore I worry about the haste for signing the deal. Our govt is not ever willing to discuss it in parliament.
