Should not there be a national referendum on critical issues?

Commies have 59 seats in the parliament strength of 542. Samajwadis have 39. BSP has 17. Some minor parties whose name is not known to even 5% of population of India have 1 or 2 each. And these scoundrels and jokers are ruining the destiniy and future of the country. Should not there be a referendum on critical issues? Let the people decide what they want. France did it when they were to join Euro and so did many European countries.
